To combat market manipulation, South Korean regulators are stepping up their efforts to combat market manipulation. They are increasing the capabilities of the <a href="https://finance.yahoo.com/news/south-korea-deploys-ai-hunt-113847937.html" rel="noopener noreferrer" target="_blank">VISTA</a>, the <a href="https://www.tradingview.com/news/cointelegraph:7090800e9094b:0-how-south-korea-is-using-ai-to-detect-crypto-market-manipulation" rel="noopener noreferrer" target="_blank">FSS’s</a> existing automatic analysis tools, to provide real-time detection of crypto market manipulations. In doing so, they are no longer relying solely on human analysis but instead using automated computation methods to generate detection signals on a 24/7 basis. As of 2025, it will be increasingly critical that FSS uses new technology to produce indicators of suspicious activity; due to a rise in suspicious transaction reporting related to cryptocurrency transactions in South Korea.<h2>The Limits of Manual Oversight in Crypto</h2>Because of the large amount of data produced during the trading of cryptocurrencies, the amount of time it takes for manual oversight to identify any issues will greatly exceed the ability of an analyst to process that information in a timely fashion (meaning less than a few minutes). Examples of this include: wash trading; pump and dump schemes and spoofing. Each of these examples could occur in a matter of seconds or minutes, therefore providing the analyst with no time to detect, confirm and escalate the issue once again.In South Korea, where retail participation is extremely high, everyday traders have been victims of these activities repeatedly. Anomaly alerts are created by the system and generated based on priority so that an investigator can review them when anomaly conditions exceed pre-determined thresholds. This way the A.I. is able to concentrate on the size and speed of processing and the investigator can focus on the different nuances of incident context and law enforcement decision-making. Towards the end of 2025, the FSS improved their computing power by acquiring distributed processing high-performance CPU/GPU's. AI can catch instances of this happening in different time frames. - Wash trading: This involves creating fake volume through self-dealing, usually characterized by large amounts of money moving back and forth between two accounts or exchanges in a short amount of time. - Spoof Trading: This uses a large number of order requests and order cancellations in order to create an illusion of demand or supply. An algorithm will search for patterns in order types in order to discover correlations among time the order is initiated, canceled and executed. For example, if an individual engages in a suspicious/possibly fraudulent transaction, the difficulty of completing a "hit and run" transaction will be greatly increased because a flag will be displayed almost in real-time and help to notify investigators that something appears suspicious. In addition, the new technologies will extend the regulatory framework of crypto transactions in South Korea to reach the same level as other areas of finance in South Korea (e.g., stock trading, derivative trading, etc.) where fully functional automated electronic systems have been in place for longer periods of time.<h2>Global Context and What’s Unique Here</h2>A variety of governmental agencies around the world are using artificial intelligence (A.I.) in their regulation of the marketplace. In the U.S., the <a href="https://www.cftc.gov/" rel="noopener noreferrer" target="_blank">Commodity Futures Trading Commission </a>(CFTC) is applying A.I. to the regulation of derivatives. The <a href="https://www.fca.org.uk/" rel="noopener noreferrer" target="_blank">Financial Conduct Authority</a> (FCA) uses machine learning in the regulation of the financial markets in the U.K. The European Market Infrastructure Regulation<a href="https://en.wikipedia.org/wiki/European_Market_Infrastructure_Regulation" rel="noopener noreferrer" target="_blank"> </a>(MiFiD) requires the use of automated surveillance systems. The Republic of Korea is in a unique position from a regulatory standpoint with extremely high retail trading volumes and, therefore, very low false-positive rates, which allows regulators to reduce the burden on the workforce and avoid overwhelming it. The FSS plans to develop new methods of detecting and monitoring trading patterns and activities over the next few years; however, the FSS has not yet disclosed its methodologies to safeguard against gaming the regulatory framework. From 2023 forward, the FSS will have the following methods for detecting gaming: (1) To detect and monitor trading from multiple accounts to determine if there are any indicated collusions/coordination; and (2) To monitor sources of funds for possible trading abuses. <h2>What’s Next for VISTA and Crypto Oversight</h2>Monitor for increased enforcement actions linked to AI flagged as one of the ways to measure success. Testing how well you can scale using decentralized exchanges will be a good way to find out if the model is working as it is intended to do so and to possibly influence regulators in Japan, Singapore, and other high-volume markets. As South Korea has made it clear in the crypto fast lane that being ahead is allowing AI to take the lead in driving.
