When the political establishment in South Korea collapses and rebuilds; it does so with unwavering speed. For example, in October of 2024, former President Yoon Suk-yeol was impeached from office for attempting to impose martial law, following which Lee Jae-myung won the election of June 2025 with 49.42% of the votes cast (the highest turnout in the country in 28 years).<a href="https://coinpaper.com/15365/ripple-750-m-buyback-targets-50-b-valuation-xrp-next" rel="noopener noreferrer" target="_blank"> </a>Coinpaper The day after his inauguration ceremony; he convened his first cabinet meeting, and his economic agenda was developed prior to being sworn into office, with digital assets being included in Section 1 of that agenda. South Korea has never been a country focused on talking about crypto policy; now it is quickly executing policy regarding crypto and it has a President who campaigned using Bitcoin, won because of Bitcoin, and will govern because of Bitcoin. What is currently occurring in Seoul is currently the most aggressive implementation of national-level crypto integration across the globe, being far more structured than the bet El Salvador took on cryptocurrency; more credible than most all government pronouncements, and lastly it is supported by the existence of a domestic market comprised of<a href="https://coinpedia.org/news/south-korea-elects-pro-crypto-president-lee-jae-myung-new-crypto-regulation-coming/" rel="noopener noreferrer" target="_blank"> </a>over 18 million cryptocurrency investors (or approximately 1/3 of the entire population of South Korea).<h2>The 2026 Economic Growth Strategy Is Not a Crypto Story. It Contains One.</h2>The primary headline in the FSC's<a href="https://cryptonews.com/news/south-korea-to-allow-spot-bitcoin-etfs-in-2026-growth-plan/" rel="noopener noreferrer" target="_blank"> </a>2026 Economic Growth Strategy relates to approval of a spot Bitcoin ETF. Prior to 2026, there was explicit prohibition on digital assets being used as an underlying asset for an exchange-traded fund (ETF) in South Korea; however, this will no longer be the case as stated by the government. The government referenced existing spot Bitcoin ETF markets in both the U.S. and Hong Kong as models, and also listed ETF launch as a formal policy goal, rather than as an exploratory measure. The context of the government's decision results from the Korea Discount.KOSPI (the South Korean benchmark equity index) increased by 76% in 2025, the highest return since 1999. Despite KOSPI's strong performance, MSCI maintained that South Korea remains an emerging market through June 2025 because of limited foreign exchange reforms and the shortage of available investment instruments available to investors outside of Korea have prevented it to be classified as a developed market. A spot Bitcoin ETF is not only a crypto product, but it represents an upgrade in market structure signifying a willingness to accept foreign institutional capital; both motivations to get a spot Bitcoin ETF approved are active at the same time and do not conflict. Vice Minister of Finance Lee Hyoung-il estimates that the gross domestic product will rise by 2% in 2026, exceeding the Bank of Korea's own forecast of 1.8%.<a href="https://www.coindesk.com/business/2025/04/08/ripple-to-acquire-prime-broker-hidden-road-for-usd1-25b-expanding-institutional-push" rel="noopener noreferrer" target="_blank"> </a>CoinDesk The government is estimating that its current account surplus will be $135 billion in 2026 versus the $118 billion projected for 2025. The fiscal stimulus package implemented immediately after Lee's inauguration amounted to more than<a href="https://www.ainvest.com/news/south-korea-2026-growth-strategy-looming-arrival-spot-bitcoin-etfs-2601/" rel="noopener noreferrer" target="_blank"> </a>30 trillion won, or approximately $22 billion, and will be focused on stimulating domestic consumption; semiconductor exports; and building out the digital infrastructure required for growth. The transition to crypto is one of many fronts in an overall economic offensive; it is not intended to be the sole focus of that offensive. Whether a nation treats Bitcoin as an element of its economic infrastructure or as an expression of its ideology will have implications for the strength and sustainability of the nation's corresponding policy framework.<h2>The Pension Fund, the Stablecoin, and the Corporate Treasury Play</h2>Lee has made three specific commitments regarding his digital asset agenda. The first commitment: Allow the<a href="https://coinpedia.org/news/south-korea-elects-pro-crypto-president-lee-jae-myung-new-crypto-regulation-coming/" rel="noopener noreferrer" target="_blank"> </a>National Pension Service (NPS) of South Korea, which manages about $884 billion in assets, to invest in Bitcoin and other digital assets. There is currently no formal target for how much of the fund will be allocated to Bitcoin yet, but it is clear which direction they are headed. If the NPS were to allocate just 1% of their assets to Bitcoin, that would yield $8.84 billion in demand from just one domestic institutional investor. The second commitment relates to the creation of a won-backed stablecoin. This is the most structurally significant of all Lee's commitments and is also potentially the most controversial. In Lee's words, South Korea is losing a large amount of capital (approximately<a href="https://decrypt.co/323642/crypto-reform-lee-jae-myung-south-koreas-presidency" rel="noopener noreferrer" target="_blank"> </a>56.8 trillion won annually) to foreign stablecoins (e.g., USDT and USDC). A won-backed domestic stablecoin would serve to keep capital in South Korea's financial system, reduce reliance on dollar-denominated instruments, and create a sovereign tool for conducting digital payments. However, the Bank of Korea prefers that any stablecoin that is issued through bank-led consortiums have at least 51% of the ownership held by lenders. The Financial Services Commission (FSC) strongly disagrees, arguing that fixed ownership thresholds will effectively eliminate technology companies from participating and inhibit innovation. The issue remains unresolved. The won-based stablecoin has not yet been created, but the<a href="https://www.cryptotimes.io/2026/01/09/south-korea-targets-bitcoin-spot-etfs-amid-2026-regulatory-shift/" rel="noopener noreferrer" target="_blank"> </a>Digital Asset Basic Act is underway in the National Assembly to provide legislative foundation for its development. As the treasury for corporations, companies in South Korea can now invest up to 5% of their cash reserves into bitcoin. By 2030, there are plans for that number to double to 25% of corporate treasuries being operating on-chain. The first of these numbers illustrates South Korea's desire to become one of the most permissive countries in the world in terms of allowing businesses to invest in bitcoin.<h2>Enforcement Runs Alongside Deregulation</h2>Lee's agenda isn't unconditional liberalization. The Financial Supervisory Service deployed AI-driven surveillance systems in early 2026 specifically to detect large-scale price manipulation, pump schemes, and trading patterns around suspended exchanges. Punitive fines for IT incidents are coming. Executive accountability for security failures is being formalized.<a href="https://www.theblock.co/post/394298/south-korean-lawmakers-abolish-crypto-tax" rel="noopener noreferrer" target="_blank"> </a>Bithumb's February 2026 incident — where the exchange accidentally credited users with the equivalent of $44 billion in Bitcoin — accelerated that timeline. The Digital Asset Basic Act creates a two-track system distinguishing securities-like tokens from utility assets, legalizes KRW stablecoins, and establishes an integrated monitoring framework for the entire market. South Korea isn't deregulating crypto. It's regulating it properly for the first time — with a president who understands the asset class, a domestic investor base that demands access, and an economy that needs the capital flows that integration brings.
