The EU is moving forward with its 20th sanctions package against Russia, with an emphasis on closing down loopholes regarding the use of cryptocurrencies. The Financial Times reports that the EU will now ban all cryptocurrency transactions that originate from or are otherwise connected with Russia. Whereas prior sanctions have targeted specific entities, this latest round of sanctions will create a ban on all potential crypto transactions. The European Commission submitted the proposal to the EU in early February of 2026. This proposal is likely to be adopted around February 24, in conjunction with the one-year anniversary of the invasion. <h2>Targeting Crypto Loopholes</h2>According to the official documents of the Commission, the goal of closing down crypto loopholes is to limit Russia’s ability to utilize digital assets as a means of circumventing restrictions. Previous sanction packages targeted individual crypto service providers; however, the Commission determined that this approach created additional avenues for new circumvention schemes. The proposed measure will prohibit all EU individuals and companies from dealing with any crypto asset services or platforms that are located or established in Russia. This will establish a total ban on transferring, exchanging, or providing any service relating to crypto assets. They further target foreign banks doing business with Russia, including two banks in Kyrgyzstan (the Keremet Bank and the OJSC Capital Bank of Central Asia), as well as banks located in Laos and Tajikistan.&nbsp; These banks will not be able to conduct transactions with EU members and thus will be impacted by the new anti-circumvention authority as part of the sanctions package. <h2>Implications for Crypto and Stability </h2>This ban will also impact the services of crypto and other stablecoins backed by the Ruble that have been used to fund the Russian war effort.&nbsp; The ban will also apply to services established in Russia and therefore eliminate alternative payment processes for funding the war.
